Using the right to debate, delegate Nguyen Lan Hieu (Delegation of Delegation to the National Assembly of Binh Dinh province) said that logistics costs are very high, averaging 16.8-17% of the value of goods, even some businesses have to pay up to. 20-25%. According to delegate Nguyen Lan Hieu, in order to reduce this burden, it is necessary to solve each stage, although the problems are very small, if they pay attention, they can find a better way to reduce costs and improve efficiency.

Delegates take the example at Tan Son Nhat airport, after the repair, the number of take-offs and landings is less than before the repair. Before the repair, there could be 44-46 takeoffs and landings an hour on average, now reduced to only 40-42 times.

“We spent several trillion to upgrade the runway, but the number of takeoffs and landings decreased. That is an incorrect regulation," Mr. Hieu suggested the Minister pay more attention to reducing logistics costs for Vietnam.

Responding to this content, Minister of Transport Nguyen Van Thang said that according to international practice, logistics costs are compared with GDP.

2022 at 16.8% of GDP - high compared to the world average. Meanwhile, this rate has approached the minimum target set by the Government in Vietnam's logistics development strategy by 2025, which is 16-20%.

Vietnam is ranked 43rd out of 139 countries participating in the ranking and in ASEAN, Vietnam ranks fourth. "This is the initial result to continue striving and in fact, there is still a lot of room to reduce logistics costs," Minister Nguyen Van Thang said and said the ministry would continue to try and coordinate with other churches to focus on developing synchronous transport infrastructure such as inland ports and logistics centers.

The head of the Ministry of Transport also informed that in the coming time, the Ministry of Transport will continue to make efforts and closely coordinate with the Ministry of Industry and Trade and related ministries and branches to focus on developing infrastructure synchronous traffic; invest in the development of inland ports and logistics centers to promote multimodal transport.

Especially, for the first time, Vietnam has issued 4 master plans; only the airport plan remains, the Ministry of Transport has submitted comments on completing the procedures and submitted them to the Prime Minister. Thus, there are 5 master plans, the Ministry of Transport will coordinate with ministries, branches, and localities to calculate investment connection plans between regions.

In addition, the Ministry will continue to review, research, and propose policies related to transport prices and fees such as reducing road user fees, fees for using seaport infrastructure, fees for entering and leaving seaports, strengthening applying information technology, reducing procedures, and creating convenience for shippers.

Simultaneously, the Ministry will actively coordinate with localities to decentralize and strongly decentralize localities in investment and exploitation activities to avoid spreading and causing unfair competition leading to social waste festivals.
