Reporting at the meeting, Mr. Vu Truong Son, Deputy Director of the General Department of Seas and Islands of Vietnam said: “Over the past time, the Ministry of Natural Resources and Environment has assigned the General Department to handle 10 documents requesting the assignment of the zone. marine areas to implement offshore wind power projects.

In which, the General Department has consulted with ministries and sectors to decide to allocate the marine area to implement wind power projects, with a total area of ​​more than 3,000 hectares. Within a range of less than 6 nautical miles, the People's Committees of provinces and cities have decided to assign 22 areas and seas to implement wind power projects near shore, with a capacity of each plant less than or equal to 50 MW.

As for the development of wind power projects, the Ministry of Natural Resources and Environment has assigned the General Department to process 35 offshore wind power survey proposals for the preparation of feasibility study reports for offshore wind power projects. Of which, 2 proposals have been approved, the remaining 33 proposals are being resolved.”

According to Mr. Vu Truong Son, at present, the demand for wind measurement, geological and topographic survey at sea of ​​organizations and individuals is many and very urgent.

In Clause 4, Article 9 of Decree No. 11/2021/ND-CP stipulating the assignment of certain marine areas to organizations and individuals exploiting and using marine resources, including organizations and individuals in at home and abroad, conducting wind measurement, geological and topographic surveys at sea, but not yet regulated on the order and procedures for implementation. This content will be supplemented in the process of amending and supplementing Decree No. 40/2016/ND-CP dated May 15, 2016 of the Government detailing the implementation of a number of articles of the Law on Natural Resources and Environment. seas and islands; and Decree No. 11/2021/ND-CP (It is expected to be submitted to the Government in September 2022).

While waiting for the Government to issue the Decree amending and supplementing, to simplify administrative procedures according to recommendations from organizations and businesses, the Ministry of Natural Resources and Environment has consulted a number of local ministries and agencies. related documents before considering and issuing a written approval for wind measurement, geological and topographic survey in accordance with the provisions of Decree No. 12/2021/ND-CP.

Currently, the Ministries have also responded in writing, basically agreeing with the proposal and pointing out some problems that need to be resolved.

Accordingly, the implementation of offshore wind power projects will help mobilize great resources and play an important role in promoting the country's socio-economic development. However, it is necessary to perform well the inspection and close supervision of wind measurement, geological and topographic surveys at sea by domestic and foreign organizations and individuals in accordance with the law, ensuring ensuring national defense and security in our country's seas, contributing to the implementation of the Prime Minister's commitment at COP26.

Also at the meeting, representatives of units under the General Department of Seas and Islands of Vietnam, the General Department of Environment, the General Department of Meteorology and Hydrology, the Department of Climate Change, the Legal Department gave opinions on the single issue. simplifying the order and procedures in order to speed up the licensing process; management, exploitation and use of wind databases, geological and topographic surveys at sea; contents to be included in the draft Decree amending and supplementing to develop strict regulations related to wind power development.

Concluding the meeting, Deputy Minister Le Minh Ngan affirmed the importance of attracting investment in wind power development. The release of marine resources for rational exploitation and use will contribute to the successful implementation of Resolution 36-NQ/TW, dated October 22, 2018 of the 12th Party Central Committee on "Strategy sustainable development of Vietnam's marine economy to 2030, with a vision to 2045", contributing to the implementation of the Government's commitment at COP 26.

The Deputy Minister suggested that the General Department of Seas and Islands of Vietnam, in the immediate future, must quickly settle the records of wind measurement activities. If the dossier is complete, it is necessary to immediately send it to the ministries, branches and feedbacks of organizations and enterprises... Note, priority must be given to national defense and security issues, and to protect the sovereignty of the sea and islands.

On the other hand, the General Department is required to work with representatives of the Ministry of Justice and the Ministry of Industry and Trade to agree on a number of contents on shortening the process, procedures, and norms for surveying the implementation of wind power projects. At the same time, direct the Editorial Team to expeditiously complete the draft Decree amending and supplementing to send it to ministries and branches for comments; prepare for the meeting with ministries and branches on the unification policy in the upcoming wind power development strategy.
