Quang Ninh pushes to complete land clearance for high-speed railway before September 30

More than one month after construction began, local authorities in Quang Ninh are accelerating land clearance work for the Hanoi – Quang Ninh high-speed railway project, aiming to complete the process before September 30.

The Hanoi – Quang Ninh high-speed railway project has a total investment of more than VND 147 trillion and passes through four localities, including Quang Ninh, Hai Phong, Bac Ninh, and Hanoi. The railway line stretches 120.2 kilometers and is designed as a double-track system with a 1,435mm standard gauge, fully electrified, and capable of operating at speeds of up to 350 km/h.

According to estimates, the section passing through Quang Ninh is nearly 40 kilometers long and requires the acquisition of more than 273 hectares of land in Mao Khe, Hoang Que, Yen Tu, Uong Bi, Dong Mai, Ha An, and Tuan Chau wards. Total compensation and land clearance costs are expected to exceed VND 2.76 trillion.

As a major interregional infrastructure project, the Hanoi – Quang Ninh high-speed railway is expected to create new development space, promote trade connectivity, improve competitiveness, and drive economic growth across the Red River Delta and Northern Vietnam.

Recognizing land clearance as a decisive factor for the project’s progress, Quang Ninh authorities have instructed departments, agencies, and local governments to coordinate closely and implement tasks simultaneously from the early stages.

To accelerate site clearance, Bui Van Khang, Chairman of the Quang Ninh Provincial People’s Committee and head of the provincial task force for the project, requested that all land clearance work in Quang Ninh be completed before September 30, 2026.

Based on Decision No. 1405/QD-UBND dated April 22, 2026, issued by the Quang Ninh Provincial People’s Committee regarding compensation, support, and resettlement plans, along with Plan No. 112/KH-UBND dated May 5, 2026, issued by Hoang Que Ward authorities, local officials have informed residents about compensation mechanisms, support policies, and resettlement procedures in accordance with Article 87 of the 2024 Land Law.

Local authorities also requested closer coordination among relevant departments to provide timely guidance for residents and encouraged households to cooperate by submitting necessary documents and records to ensure compensation and resettlement processes are carried out properly while protecting residents’ legal rights and interests.

Alongside communication and public outreach efforts, Hoang Que Ward has instructed relevant units to review, classify, and prepare land ownership records, assess resettlement needs, and strengthen land management across the area.

With strong coordination from provincial authorities down to local administrations, land clearance work for the Hanoi – Quang Ninh high-speed railway project is being implemented urgently, creating an important foundation for the project to be completed on schedule and contribute to the socio-economic development of Quang Ninh and other localities along the route.
