Khanh Hoa develops seaport system toward an international logistics and transshipment hub

Khanh Hoa is preparing a development plan for its seaport system for the 2026–2030 period, focusing on synchronized infrastructure, logistics, and supporting industries. The strategy is expected to create opportunities to attract a series of large-scale coastal investment projects.

On the afternoon of May 19, Vice Chairman of the Khanh Hoa Provincial People’s Committee Le Huyen attended a meeting where the provincial Department of Construction presented a draft plan for the development of Khanh Hoa’s seaport system from 2026 to 2030. Many experts believe the province is facing a major opportunity to become a large-scale logistics center, international transshipment hub, and marine supporting industry hub in the South Central Coast region.

According to the Department of Construction, Khanh Hoa currently has six port areas managed by the Nha Trang Maritime Administration and Binh Thuan Maritime Administration. These include 21 port terminals with 42 berths, including dockyards, with a total length of more than 8,785 meters.

The ports can accommodate vessels ranging from 2,000 tons at Ninh Chu Port to as large as 400,000 tons at Nam Van Phong Port. Khanh Hoa’s seaport system belongs to Vietnam’s Group 3 seaport category and is planned as a Class I seaport system with a long-term orientation toward becoming a special-class seaport. In particular, North Van Phong Port is planned as an international transshipment port.

Chu Van An, Deputy Director of the Khanh Hoa Department of Construction, said the draft plan focuses on several key solutions, including the development of transport connectivity infrastructure, investment in industrial zones and logistics infrastructure, cargo generation strategies, the application of special mechanisms, and digital transformation in state management.

The province also plans to mobilize investment capital and promote 12 projects related to seaports, shipbuilding industries, and logistics.

Vice Chairman Le Huyen stated that Khanh Hoa’s goal is to develop a modern and synchronized logistics system to fully tap into the province’s marine economic and seaport potential. According to him, seaport development must go hand in hand with transport connectivity, supporting industries, logistics services, and stable cargo sources.

He emphasized that the province’s long-term objective is not only to invest in port terminals but also to build an integrated logistics ecosystem linked with regional transport infrastructure and industrial development.

Le Huyen also requested local departments and agencies to review and complete transport infrastructure connecting the seaport system, especially regional road and railway links proposed by the construction sector to improve transportation capacity.

At the same time, the province will clearly define which infrastructure components will be funded by the state, which will be implemented under public-private partnership (PPP) models, and which will be carried out by private investors in order to ensure feasibility, efficiency, and maximum mobilization of social investment resources.
