Ho Chi Minh City merges three associations, aiming to become a leading logistics hub in southeast Asia

On October 31, three associations, including Binh Duong Logistics Association, Ba Ria – Vung Tau Logistics and Seaport Association, and Ho Chi Minh City Logistics Association, officially merged to establish the Ho Chi Minh City Logistics and Seaport Association (HLA).

According to the organizational structure approved at the congress, Ms. Dang Thi Minh Phuong – Chief Executive Officer of MP Logistics Joint Stock Company – was elected as Chairwoman of HLA.

The 7 Vice Chairpersons include: Ms. Vo Thi Phuong Lan – Chairwoman of the Board and CEO of My A Transport & Logistics Joint Stock Company; Mr. Truong Tan Loc – Chairman of TCIT Port – Tan Cang Cai Mep International Terminal; Ms. Huynh Dinh Thai Linh – Director of International Trade & Logistics Development at Becamex Group; Mr. Cao Hong Phong – Deputy CEO of Cai Mep Gemadept – Terminal Link Port Joint Stock Company; Mr. Le Phan Minh Vu – Deputy CEO of BWID; Mr. Luong Quang Thi – Chairman of the Board of ABA Cooltrans Trading Solutions Joint Stock Company; Mr. Nguyen Le Chon Tam – CEO of Saigon Port Joint Stock Company.

Mr. Tran Thanh Hai – Deputy Director General of the Agency of Foreign Trade (Ministry of Industry and Trade) – stated that Ho Chi Minh City is one of the most dynamic hubs for logistics and import-export activities in the country.

With this merger, Ho Chi Minh City’s seaport system, when connected with ports in Ba Ria – Vung Tau, will achieve superior scale and competitiveness. Previously, both Ho Chi Minh City ports and Ba Ria – Vung Tau ports individually ranked among the top 50 largest ports in the world. After the merger, the new port cluster could rise to the global top 30–35.

Import-export cargo throughput via Ho Chi Minh City’s seaport system alone accounts for up to 70% of the country’s total cargo volume, reaffirming its critical role in the national supply chain.

The Prime Minister has approved Vietnam’s logistics development strategy, which identifies Ho Chi Minh City as a future international-level logistics hub.

The Ho Chi Minh City Department of Industry and Trade has committed to accompanying the Ho Chi Minh City Logistics and Seaport Association in strategic planning, as well as in developing mechanisms and policies to facilitate logistics activities.

In addition, the Department of Industry and Trade has assigned three key roles to the Ho Chi Minh City Logistics and Seaport Association:

First, to act as a focal point connecting enterprises not only within the logistics sector but also across related industries.

Second, to mobilize social resources and participate in investment in logistics infrastructure and services.

Third, to take the lead in digital transformation and green transition, building a modern, green, and internationally integrated logistics and seaport ecosystem.
