Groundbreaking ceremony held for Japan – Bac Lieu Wind Power Plant project
At Truong Dien Hamlet, Dong Hai Commune, Ca Mau Province, the project developer, Japan – Bac Lieu Energy Joint Stock Company, together with investors T-TECH Vietnam Technology Group and U&I Advisory Service Joint Stock Company (Japan), held the groundbreaking ceremony for the Japan – Bac Lieu Wind Power Plant project. The event marks an important milestone, officially launching the construction phase of one of the largest renewable energy projects in Vietnam's southernmost region.

The Japan – Bac Lieu Wind Power Plant has a designed capacity of 50 MW and a total investment of nearly VND 2.5 trillion. The project is expected to be completed before December 31, 2027. Once operational, the plant will supply clean electricity to the national power grid, create stable employment opportunities for local residents, and contribute to the provincial budget throughout its 49-year operating period.
Speaking at the groundbreaking ceremony, Ms. Tran Thi Bich Phuong, representative of the project developer, said that Ca Mau is surrounded by the sea on three sides, with coastal wind speeds ranging from 6.3 to 7 m/s throughout the year. The province's total wind power potential is estimated at more than 12,000 MW.
"This is not a coincidence, but the result of long-term observation, research, and commitment to the locality," Ms. Tran Thi Bich Phuong emphasized.
To ensure the project is completed on schedule, Mr. Huynh Chi Nguyen set out four key requirements for the relevant parties:
First, the project developer must mobilize maximum financial and human resources and carry out construction in accordance with the approved planning and design.
Second, provincial departments and agencies must continue to coordinate and resolve administrative procedures within their authority.
Third, the construction contractor must strictly comply with occupational safety and environmental protection regulations.
Fourth, local residents are encouraged to continue supporting and cooperating throughout the project's implementation.
"When the first turbines begin turning in the waters of Dong Hai, people will not only see a power project, but also a symbol of change—that this land at the country's southern tip is rising," Dr. Nguyen Dinh Trong expressed at the ceremony.
If completed on schedule by the end of 2027, the Japan – Bac Lieu Wind Power Plant project will contribute to realizing Ca Mau Province's green energy transition goals as well as those of the Mekong Delta region.
