Workshop gathers feedback on Vietnam's logistics center development proposal

On the morning of June 26, 2026, the Agency for Domestic Market Management and Development under the Ministry of Industry and Trade organized a workshop to collect feedback on the Proposal for the Development of Vietnam's Logistics Center System to 2035, with a Vision to 2050, and the Draft Circular on the Criteria for the Classification and Ranking of Logistics Centers.

Promoting the important role of the logistics sector

The workshop was chaired by Mr. Tran Huu Linh, Director General of the Agency for Domestic Market Management and Development.

Participants included representatives from ministries, sectors, and localities (Hue, Da Nang, Hanoi, Hai Phong, and Ho Chi Minh City); units under the Ministry of Industry and Trade; the Vietnam Logistics Business Association (VLA); the Vietnam Association of Small and Medium Enterprises; Viettel Post Corporation; Bac Giang International Logistics Center; and many enterprises operating in logistics, transportation, warehousing, e-commerce, and logistics infrastructure investment. These agencies and organizations are directly involved in the management, investment, operation, and development of the logistics system nationwide and possess extensive practical experience in developing logistics infrastructure and supply chains.

Accordingly, the Draft Circular is designed to establish a unified set of criteria applicable nationwide, ensuring consistency with Vietnam's practical conditions and international practices. It also sets out a system of criteria for the classification and ranking of logistics centers at different levels, criteria for specialized logistics centers, and principles for self-assessment, self-declaration, and information updates to the Vietnam Logistics Database. At the same time, it does not create any new administrative procedures or business investment conditions for enterprises.

Building a modern logistics system

During the discussion session, delegates highly appreciated the necessity of developing the Proposal and issuing the Circular in the context of the Government's promulgation of the Vietnam Logistics Services Development Strategy for 2025–2035, with a Vision to 2050.

Many participants noted that establishing a unified system of criteria would help overcome the current lack of consistency in logistics center development, while providing a basis for local authorities to guide planning, attract investment, and develop logistics systems in line with the competitive advantages of each region.

In his closing remarks, Mr. Tran Huu Linh highly appreciated the responsible, dedicated, and practical contributions from the delegates. The comments focused on many important issues related to the orientation for developing the logistics center system, classification and ranking criteria, organizational models, investment mechanisms, digital transformation, green logistics, and the need to strengthen regional connectivity. The Agency for Domestic Market Management and Development will study and incorporate the delegates' comments to finalize the Proposal and the Draft Circular.

In the coming period, the Agency will continue working with several localities to review the classification and ranking criteria to ensure consistency, feasibility, and suitability with the actual development of Vietnam's logistics sector as well as modern logistics development trends around the world.
