TPC Offshore Wind Power Generation Phase II Project (OSS Topside)

PPL executed site-move and load-out services for the TPC OSS offshore substation topside, under a project where PV Shipyard acted as the main contractor for fabrication and construction, with a total weight of approximately 4,000 tons. This marked the first time in Vietnam that an offshore substation topside was fully planned, transported, and load-out by a domestic company, utilizing Self-Propelled Modular Transporters (SPMT).

Goals & Scope of Work

The TPC OSS Topside project is a key component of the offshore wind substation system, playing a critical role in transmitting and distributing power from offshore wind farms to the onshore grid.

PPL participated as the service provider for site-move and load-out of the topside structure, ensuring the safe transfer from the fabrication yard to the marine transportation system.

The scope of work included moving the oversized structure within the yard using SPMT systems, and executing load-out onto a barge in accordance with project technical requirements and tidal conditions.
 

Key Challenges

The topside structure, weighing approximately 4,000 tons, required a highly specialized transportation and load-out solution with strict control over load distribution and structural stability

Large structural dimensions and complex center of gravity demanded precise engineering calculations throughout all movement phases

A critical challenge was the S-shaped transportation route within a confined yard, featuring tight turning radii and limited maneuvering space, requiring advanced SPMT coordination and high-precision control

Restricted working space within the fabrication yard created additional constraints for equipment arrangement and operational planning

Load-out operations were highly dependent on tidal conditions, requiring accurate timing and synchronization

Tight project schedule required close coordination between engineering, operations, and site teams

Solutions & Deployment

PPL implemented the site-move and load-out plan based on detailed engineering calculations and extensive experience in large-scale energy projects:

- Mobilized 156 axle lines of SPMT to transport the topside, ensuring proper load distribution and stability throughout movement

- Designed a transportation plan adapted to the S-shaped route within restricted yard conditions

- Planned load-out operations in alignment with tidal windows to ensure safe and precise transfer

- Closely monitored key technical parameters such as center of gravity, inclination, and load distribution

- Coordinated effectively among engineering, operations, and site teams to maintain schedule and minimize risks

Results & Effectiveness

The project was successfully executed, with the topside safely transported and loaded out onto the barge in accordance with the planned schedule.

Completion of the project not only ensured the overall offshore wind development timeline, but also marked a significant milestone for Vietnam’s heavy-lift logistics sector, as one of the largest structures was handled entirely by a domestic company.

The project further reinforces PPL’s capability in delivering large-scale offshore projects, particularly in the transportation, load-out, and handling of oversized and heavy structures.
