TPC Offshore Wind Power Generation Phase II Project (OSS Jacket)
The TPC Offshore Wind Power Generation Phase II is a large-scale offshore wind project, in which the OSS Jacket weighs up to 3,200 tons.
PPL executed the site-move and load-out for this structure at PV Shipyard Port (Vung Tau)—the main contractor responsible for fabrication and construction—supporting its export to Taiwan. This is one of the largest monolithic structures ever transported in Vietnam as of April 2025.
Goals & Scope of Work
The TPC Offshore Wind Power Generation Phase II project is part of a large offshore wind development, where the OSS Jacket serves as the foundation for the offshore substation system.
PPL participated in executing the site-move and load-out for the OSS Jacket, ensuring safe transfer from the fabrication yard to the marine transportation system for export.
The scope of work included moving a single oversized and heavy structure within the fabrication yard, utilizing SPMT systems for transportation, and performing load-out onto a barge in accordance with project technical requirements and site conditions.
Key Challenges
The OSS Jacket, weighing up to 3,200 tons, is among the heaviest monolithic structures ever transported in Vietnam
Large dimensions (44.6 x 44.6 x 68.65 m) and complex center of gravity required precise calculations for load distribution and stability control
Load-out operations demanded high accuracy to ensure safe transfer from the fabrication yard to the barge
Execution conditions at the yard and jetty were influenced by weather and tidal factors
Tight schedule requirements to meet export and offshore installation timelines
Solutions & Deployment
PPL implemented the site-move and load-out plan based on detailed engineering calculations and close coordination with all stakeholders:
- Utilized SPMT systems to transport the OSS Jacket, ensuring proper load distribution and stability throughout movement
- Designed load-out methodology adapted to yard and jetty conditions to ensure safe transfer operations
- Closely monitored key technical parameters such as center of gravity, inclination, and load distribution
- Coordinated effectively among engineering, operations, and site teams to maintain schedule and minimize risks
