Greater Changhua Offshore Windfarm 2b & 4 projects (CHW2204)
In June 2025, PPL completed the transportation of more than 800 oversized and heavy-lift cargo units for the Greater Changhua Offshore Windfarm 2B & 4 (CHW2204) project in Taiwan — one of the largest offshore wind projects in Asia, developed by Ørsted with PTSC acting as the EPC contractor.
Within the project scope, PPL provided transportation, site-move, load-in, and load-out services for foundation structures including Transition Pieces (TP), Upper Jackets (UJ), Lower Jackets (LJ), Suction Buckets (SB), and Suction Bucket Jackets (SBJ) at the PTSC Energy Industrial Center & Technical Logistics Base, ensuring safety and schedule in accordance with international standards.
Goals & Scope of Work
Within the project framework, PPL was responsible for the full scope of work, including internal transportation, site-move, load-in, and load-out for offshore wind foundation structures.
The total transported volume reached approximately 70,000 tons of steel, with more than 800 cargo units ranging from 350 tons to 2,387 tons per unit, covering a total footprint of approximately 120,000 m².
Specifically, the Suction Bucket Jackets (SBJ) measured between 76 m and 84 m in height, with weights ranging from 2,000 to 2,200 tons per unit, of which 33 units were successfully transported and delivered by PPL .
Key Challenges
- The large size and weight of structures (up to 2,387 tons per unit) required specialized transportation and load-out solutions
- Multi-component structures with complex centers of gravity required precise calculation during movement and load distribution
- Load-in and load-out operations required high precision to ensure safe transfer between yard and marine transport

Solutions & Deployment
PPL implemented the execution plan based on detailed engineering calculations and practical experience in heavy-lift projects:
- Utilized SPMT systems to transport heavy structures, ensuring proper load distribution and stability throughout movement
- Organized load-in and load-out operations in accordance with yard and quay conditions to ensure safe transfer
- Closely controlled technical factors such as center of gravity, load distribution, and structural stability during execution
- Coordinated closely among engineering, operations, and site teams to maintain schedule and minimize risks

Results & Effectiveness
All structures were successfully transported, with load-in and load-out operations completed safely, contributing to over 9.7 million safe man-hours achieved by the overall project.
This project marks an important milestone as PPL directly participated in the supply chain of a large-scale international offshore wind project, thereby reinforcing its capabilities in heavy-lift logistics for offshore wind projects and its ability to meet stringent standards in safety, engineering, and schedule .
