Ho Chi Minh City launches major strategic projects to mark the 51st Anniversary of National Reunification

In celebration of the 51st anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 – April 30, 2026), Ho Chi Minh City officially commenced a series of major strategic projects on the morning of April 29. The event reaffirmed the determination and aspirations of the city’s Party Committee, government, and people to build a more modern, civilized, and globally connected metropolis in a new era of development. 

The main ceremony venue was located in An Khanh Ward, where the city launched the Central Square and Ho Chi Minh City Administrative Center Project, together with Metro Line No. 2 (Ben Thanh – Thu Thiem section). Additional ceremony sites included Xom Chieu Ward, where the renovation and expansion project of the Ho Chi Minh Museum – Ho Chi Minh City Branch was initiated alongside the investment approval ceremony for the Can Gio International Transshipment Port Project, and Hoc Mon Commune, where the International University Urban Area Project officially broke ground.

Speaking at the central ceremony, Mr. Nguyen Van Duoc, Chairman of the Ho Chi Minh City People’s Committee, emphasized that these projects represent the “foundation stones” for a new development phase, reflecting the city’s ambition for double-digit economic growth and stronger regional and international integration.

According to city leaders, the projects aim to establish a modern and transparent governance space that serves citizens more effectively, develop an interconnected public transportation system, preserve historical and cultural values while promoting urban development, and lay the groundwork for a modern marine economy.

The Chairman also called on investors to maximize their capabilities, experience, and reputation to ensure project quality, progress, engineering standards, and architectural significance, turning each development into a symbolic landmark of the city. At the same time, he urged government agencies and local authorities to adopt more proactive and decisive approaches, strengthen cooperation with businesses, and eliminate delays or administrative obstacles that could affect overall progress.

On behalf of the city government, Chairman Nguyen Van Duoc committed to continuously supporting investors, resolving difficulties promptly, and accelerating administrative reforms to ensure that no barriers hinder the city’s development momentum.

Key projects launched:

1- Ho Chi Minh City Central Square Project – VND 733 billion

The project is invested by Sun Group with a total investment of more than VND 733 billion. The square is designed to accommodate approximately 268,000 people for political events and up to 500,000 people for cultural festivals.

Located at the core of Thu Thiem New Urban Area in An Khanh Ward, the project includes the new Ho Chi Minh City Administrative Center and public service facilities serving both national and community interests. The development covers 46.7 hectares and will be implemented from 2026 to 2028 under a Public-Private Partnership (PPP) model with a total investment of nearly VND 29.6 trillion.

Sun Group committed to contributing over VND 5.963 trillion in equity capital while mobilizing approximately VND 23.673 trillion in loans for implementation.

Mr. Dang Minh Truong, Chairman of Sun Group, stated that the projects launched demonstrate a comprehensive development ecosystem spanning transportation, urban development, administration, culture, heritage, education, logistics, and marine economy, reflecting Ho Chi Minh City’s role as Vietnam’s leading economic hub.

2- Metro Line No. 2 – Ben Thanh to Thu Thiem Section

Dai Quang Minh Real Estate Investment Corporation, a member of THACO Group, has been approved to conduct the feasibility study for the Ben Thanh – Thu Thiem section of Metro Line No. 2. The urban railway project connecting downtown Ho Chi Minh City to Long Thanh International Airport has a total estimated investment of approximately VND 46.295 trillion.

The 6.2-kilometer metro line will pass through the new political and administrative center. Ho Chi Minh City identified the project as an urgent and strategic infrastructure development and is applying special policies and mechanisms to accelerate implementation, targeting completion by 2030.

The route begins at Ben Thanh Station, runs underground along Ham Nghi Boulevard, crosses the Saigon River underground toward Thu Thiem Urban Area, and continues beneath Mai Chi Tho Boulevard to Binh Khanh and Thu Thiem stations.

THACO Chairman Tran Ba Duong affirmed the company’s commitment to collaborating with the city in developing technical standards for future urban railway systems while encouraging domestic enterprises to participate in the railway construction and manufacturing value chain.

3- Expansion of Ho Chi Minh Cultural Space

The renovation and redevelopment project of the Ho Chi Minh Museum area at Nha Rong – Khanh Hoi Port is proposed by Saigon Sun Investment and Development Co., Ltd.

The project is part of the overall planning for the Nha Rong – Khanh Hoi Port area, covering approximately 39.5 hectares with a total investment exceeding VND 20 trillion under the PPP model.

Phase 1, with an investment of approximately VND 1.224 trillion, will focus on the central Ben Nha Rong area, including landscape parks, a central square, riverside public spaces, and key technical infrastructure.

The city previously approved a mixed-use residential project in the area in 2016, but later canceled it to prioritize the expansion of Ho Chi Minh cultural spaces, public parks, the widening of Nguyen Tat Thanh Street, and the development of public service facilities.

4- International University Urban Area

The International University Urban Area project is developed by Berjaya Vietnam International University Town Joint Stock Company, part of the Vingroup ecosystem. With a total investment of approximately VND 59 trillion (around USD 2.3 billion), the project covers nearly 880 hectares in Xuan Thoi Son Commune, making it one of the largest developments in northwestern Ho Chi Minh City.

The project follows a “green – ecological – knowledge-based” urban model with three core pillars: green scale, green connectivity, and green living experiences. The master plan includes central parks, thematic parks, plazas, lakes, and open landscape corridors aimed at creating a “city of parks.”

A major highlight is the allocation of over 150 hectares for universities, training centers, and research institutes to form a knowledge and technology urban hub capable of attracting academic communities, startups, and high-quality human resources.

5- Approval of the Can Gio International Transshipment Port Project

At Ben Nha Rong Wharf, Mr. Vo Van Minh, Deputy Secretary of the Ho Chi Minh City Party Committee and Chairman of the City People’s Council, officially presented the investment approval decision for the Can Gio International Transshipment Port Project.

The investor consortium includes Mr. Romain Simon, Investment Director of Terminal Investment Limited; Mr. Le Anh Son, General Director of Vietnam Maritime Corporation (VIMC); and Mr. Nguyen Le Chon Tam, General Director of Saigon Port Joint Stock Company.

Representing the consortium, Mr. Le Chon Tam committed to mobilizing maximum resources, manpower, equipment, and advanced construction technologies to ensure the projects meet the highest technical standards worthy of Ho Chi Minh City’s strategic gateway position.
